Joan Elaine Bell was born on July 7, 1941 in New York City to Naomi Elsie Carter and James Carter. She passed away on December 26, 2017 in Orlando, Florida after a courageous battle against the onslaught of cancer. Mrs. Bell was a prominent figure in Early Childhood/Science Education. A recipient of two advanced degrees, including graduating Cum Laude from York College in Queens, New York (member of Sigma Phi Tau Honor Society), she was a staunch promoter of science opportunities for the very young as an Early Childhood Supervisor of the New York City Board of Education where her duties included Program Development; Training and Supervision of Staff Developers; Monitoring and Evaluation of Early Childhood Programs in New York City School Districts; Selection of Educational Supplies, Equipment, and Materials; Researching Current Practices in Early Childhood Education; and Serving on the Math and Science Curriculum Writing Team.
Mrs. Bell was Director/Activist of Weeksville Community Center in Brooklyn, NY., when a little girl was struck and critically injured by a car. Mrs. Bell marshaled the community, threatening to close off Atlantic Avenue, a major thoroughfare. She did stop traffic – for fifteen minutes, a historic win against the wishes of NYPD.
After retirement, Mrs. Bell moved to Orlando, Florida and became an Early Care and Education Consultant in Orange County. At the time of her death she was an adjunct instructor at the University of Central Florida in, Orlando.
Mrs. Bell was Past Vice President of Public Policy/Early Childhood Association and Past president of the Local Association for the Education of Young Children (CFAEYC). She held membership in other prominent organizations designed to further the development of early childhood science education.
Survivors include her husband, John W. Bell II, retired detective, NYPD; two children, Camille Holloman and Craig (Flore) Holloman; a brother, James Carter II (Bronique); grandchildren: Jamila Garrett, Aniquawa Holloman, Joshua Holloman, Anthony Holloway, great grandchildren, nieces, nephews, in-laws, and a host of friends.
A memorial service will be held at 6pm, at the Broune Chapel, 741 N. Mills Avenue, in Orlando, on January 3, 2018.
