He was born on December 12, 1948 in Bogota, Colombia to Emilio Portilla and Judith Diaz who have both preceded him in death. Nestor was a retired Respiratory Therapist and formerly worked for Florida Hospital in Orlando. He was of the Catholic Faith
He is survived by his loving wife, Amanda Nieves; son, Nestor Jairo Portilla; daughters, Vanessa Maria Portilla and Erika Michelle Portilla; step-daughters, Limari Gonzalez and Nitza Liz Gonzalez; sisters, Barbara Velosa and Berta Portilla; brother, Ricardo Portilla and 6 grandchildren.
